Not really. Under the Galifar Code of Justice, it is illegal to plunder and sell the relics of past civilizations for personal gain (Sharn: City of Towers, page 129). Treasure recovered from Xen'drik, the Depths or similar locations are actually contraband goods. Adventurers wanting to work within the law must purchase Letters of Marque (500 gp). A single Letter of Marque covers a single region, such as Xen'drik or Breland, and lasts for 1 year. (also S: CoT, page 129).

So yeah, to plunder the Darguun depths you need a Letter of Marque for Darguun. Otherwise it's black market time.

I stand corrected. I'd forgotten that the Sharn book had added to the description in the ECS, which had specifically referred to Xen'Drik. Thanks, Klaus.
 

No problem! I'm here to help (or is it hinder... can't remember sometimes... :D ).

Plus I find it very cool that you can't just delve underground and raid tombs with impunity in Eberron. It adds a lot to the flavor of the setting. And gives the PCs a reason to be sponsored by an institution (Morgrave University has standing Letters of Marque for most regions of historical interest, and new PCs could be introduced by the University to round out a delving team).

These other characters are on the same ship. They are picked up along the way.

The group go to sell the goods and a collector wants to know more. He will either-

fund another trip to the mountains for more goods

or- in truth is goblin suppportaive and sets the group up to take a fall

Perhaps one of the items is has a unique history and folks looking for this item track down the PCs looking for more aid. This may tie in the new players as they are part of this group or also recently hired for the job.

Thanks for the help, everone. I went with the sahuagin attack scenario. And as for the aftermath...

Well, things didn't exactly go as I had anticipated. Thus, the PCs are now not in Sharn, but the turn the campaign has taken is nethertheless interesting.
