ECL and lvl bonuses

i know this has been covered several times, but i've never had to play an ECL race before, and i really didn't pay a whole lot of attention to it then, but:

does ECL count toward determining when a character gets ability bonuses (as in the ones you get at 4th, 8th and so on)?

my sensibilities tell me no, but i'm looking for confirmation, please?

for that matter, what about feats every 3 levels?

Okay...

The ECL effects Nothing But XP and Wealth.

Let us take a half-dragon from the DMG (ECL +3). Then, let's add the template to a 3rd level fighter.

That fighter is Considered a 6th level PC, for the purposes of A) Balance of the party, B) XP, C) Wealth.

Otherwise, he is treated as a 3rd level PC. No extra feats, nothing. Consider him a 3rd level PC, simply that he's balanced to play within a 6th level group. So you only get the feats when your class calls for them, by your levels. Not your ECL.
