There's also the problem, intrinsic to the CR/EL system, that permanent magical items are *far and away* more useful to PCs than they are to NPCs or monsters.
An NPC with a staff of healing, say, uses it once or twice before going down (in the encounter where the PCs confront him): equivalent to a couple potions of cure X wounds. The PCs, however, acquire this fantastically useful spell battery with as many as 45 charges. Do the PCs get credit for a higher-CR battle? Are they thereafter capable of taking on higher-CR battles (certainly they are capable of taking on more same-CR battles without resting)?
