Well built around the base engine using SPECIAL leveling system and other stuff from fallout series. That's how I've understood it. Could be wrong ofcourse .

You have links or that just a rumor?

Fallout's appeal partially was it's 2D game simplicity along with it's leveling system. Very different game than Oblivion. I think a sandbox feel like Oblivion would hurt the series, and the leveling system of Oblivion is it's weakest link. I do realize that Fallout 3 might have to be 3D(ish) just because that's how games have to be now.

Can't remember where I read that, so it is more of a rumor. It is going to be 3d however with choice between 1st person and 3rd person view. And it will be quite sandboxy. Here's a link to those statements:
