Elemental magic

If you were "recoloring" the whole system of DnD magic to be driven by elementals, how would you do it?

I know that potions will be tiny elemental creatures that will fulfill the task the potion would do, such as diving into the wounds of an injured person and cleaning, stitching, repairing until the person is well. Invisibility would be a cloud of elementals hovering around a person, distorting the air and light around them, etc...

Every spell a wizard or sorcerer-type PC casts will summon tiny elemental creatures, elemental materials will be drawn through planar barriers, etc... Some spells will take some work, but since we play E6, I don't have to worry about really high level effects. 4th level spells are incredibly rare. But what about clerical magic? Should it also be elementally powered, or should it have some different aspect? Maybe tiny angels and demons? Or what? All the gods in this campaign world are elementally-connected, so I could just use elementals and not differentiate.

But what about magic items? How is a +1 sword going to work if it is an elemental force at work? I guess I could have each and every permanent magic item have a personality. But that might get "old" pretty quickly. Any other ideas? I suspect pact magic will be very common and intimately woven into the world. How should scrolls work? Just like spells? Or differently?

I'd love to hear ideas to spark my creativity! I have some thoughts of my own, but I don't want to go into detail on them because I don't want to limit other suggestions.
