D&D 3E/3.5 elemental vulnerability - difference between 3.0 and 3.5?

In the 3.5 SRD, under cold immunity, it details that fire based damage will deal 1.5x normal damage. In 3.0 didn't vulnerability equate to 2x normal damage?

3.0 (no books handy, but this is how I recall it): Save for normal results (1/2 damage, no damage, whatever), failed save, dmg x2.

3.5 Save or fail, you take the damage x1.5

so, under 3.0, a cold based creature got hit by a 20pt fireball. If they made the save, they take 10, if they fail, they took 40.

3.5, same creature, same 20pt fireball. save, they take 15, fail they take 30. The max damage is lower, but the min. damage is higher.

Given the general nerf of arcane spellcasters in 3.5, I'm okay with this one.
