ELH: Item Creation (Artifacts)

Can epic level characters create artifacts? From the bits and pieces of the item creation discussions I have seen, it sounds like the item creation rules allow items to be of artifact power. But, are they called artifacts? I guess perhaps the only difference, if they are not, is that artifacts are not easily destroyed whereas these ELH items may be...?

Artifact level items: yes.
Artifacts themselves: no.
Artifacts, by their nature, are magical items that nobody knows how to make, or mortals simply cannot make. While several of the Epic level items can be as powerful or more than artifacts, the fact that there remains someone that knows how to make them keeps them from being called artifacts.

Artifacts also dont lose their powers in antimagic fields, etc...and are not affected by Mordenkainen's Disjunction (well, there is a slight chance...but a very slight chance). Epic level magic items, even those as powerful or more powerful than some artifacts are still affected by antimagic, Mord's Disjunction, etc...
