Elimination of stats

I played around with a stat-free homebrew. I didn't use D&D as the backdrop though. The whole system was homebrewed.
Instead of stats players defined certain "Strengths" and "Weaknesses" for their characters. Then they could make a case for their "Strength" giving them a modifier to any task check.

For instance. Someone might define their character as "excellent athlete". There are obvious cases where this would benefit them. But the character might also try to find unusual uses fo the strength. Maybe to aide in a combat contest. But to do it, she would have to show how the strength benefits her. "My character will run around and try to tire out her opponent. She is an excellent athlete, will that give her a bonus in combat?"

It worked pretty well for encouraging roleplaying and for more skill type problems.

D&D with no stats?

D&D is do-able with no stats I think, when it gets down to it, you don't really use the stats for much, you just assume 10 basically...
so ride is just ride ranks and so forth...
A couple of things that would need implementing.
New skills:
Lifting/Carrying (add ranks to 10 and consult encumberance table using this value instead of strength).
Initiative (make initiative skill check instead of d20 + dex).

Everything else should well work - though I'm not sure I really see the point...
