From everything I've seen advertising this book, it seems it is just the usual art book. why is it constantly being called a D20 product? Is there any actual D20 content in it?

Joe's link show's the review but a 'quick' explanation would be... yes, there is D20 content. The book has original Elmore art, new fiction, and D20 stats to use the characters from the stories in your campaign.
