Elusive Target Feat - Questions

1) Yes you should still be able to use diverting defense with improved uncanny dodge. If someone is in front of you and someone is behind you, it doesn't matter whether they get bonuses to attack rolls or sneak attack dice- they are in an appropriate position for you to dodge or deflect one of their blows so that it hits the other.

2) Yes you can make the trip attempt without a tripping weapon. As another member pointed out, you may make a trip attempt which is different from a trip attack. The idea of the maneuver is that an opponent expects to hit you when you leave yourself exposed but you are so evasive that he still misses, overreaching his target and leaving him off balance. If you turn around and give him a nudge while off balance, he could fall prone. It doesn't take a rope, pole, or hook to trip someone who is off balance so you could imagine it being done with an offhand shove, a bonk with the pommel of a sword, tugging on their longspear, or even just a cleverly placed foot in front of the opponents step.
