Inspired by an off-hand comment regarding a dark deity, a cult organized as secret cells, and Keebler Elves...

Elves of the Quibhaala! (a collaborative cult project)

- Elves: long lives, long plots.

- Live In A Tree: Of course, this is merely what it looks like from the outside. In fact, they use tree stride to enter and exit their secret hideouts. Membership grants special access to this spell; they might create a magic item that allows them to use the spell, too.

- Bake Cookies: ??? help?

- Students of the True Name: they tend to be Archivists, Truenamers, Warlocks (who always take Dark Speech related Invocations), and of course Clerics & Wizards.

- Worshipers of Darkness: in the F'n Realms, they would be worshipers of Shar. In Greyhawk, they'd follow either Vecna or Tharizdun. In a setting where archfiends were used as evil deities, they'd follow Grazzt or Moloch. Who in Eberron?

- Cells: each city has one (or more) independent Quibhaala cells. Cells often compete against each other for influence over an area. Cult members must communicate secretly, as the cult is illegal and other cells are always looking to kill them. There are a variety of ways they do this... (help?)


Anyone wanna help fill in more?

Maybe make a PHB-II Affiliation? :)

- Bake Cookies: ??? help?

- They masquerade as local bakers of great renown, it is an easy way to case a village for appropriate sacrifices. The free cookies given out makes it easy to lace the cookies given to said sacrifice.

Cookies... cookies are their cover. The world, when it knows of them, thinks of the Quibhaala as being harmless purveyors of fine treats for children (and children-at-heart). Who would ever suspect cookie-makers of being dark servants of forbidden gods? Optionally, the cookies could be laced with something difficult to detect.

In Eberron, I could see the Quibhalla as being part of the Cults of the Dragon Below, or to a lesser extent the Dark Six (especially the Shadow).

Qookies of the Quibhaala

Each cell of Q-Elven* owns at least one bakery. This is one of their only three common traits, along with their elven heritage, and their desire to bring about the end of civilization.

These masterminds never show their faces as the true owners of the bakeries that they own. The bakery presented here (at some point) has hired a halfling assassin as its face -- he is the one humanoid who knows the true owners. Acting as the shop's proprietor, a hired hit man, and (often simultaneously) the agent sent to gather the "special" ingredients necessary for their most diabolical confections.

A bakery serves three main purposes. First, as a "front" -- a source of steady income and able to handle some money laundering. Second, as a point of contact among cell members, and for senior members to contact the cell. Third, as a location to prepare and distribute their magically delicious baked ills.

*) Note that in a d20 Modern game, their store name may be written using the ordinal of "Q" as 17-Elven, and thus their evil bakeries are easily confused with popular convenience stores.
