I would rule absolutely not.

1) it has stupid overpowered consequences.

2) thus I'd have no difficulty in ruling that the awaken spell gives the target consciousness, and the effect of consciousness is the 3d6 Int, Wis, Cha (or whatever it is). i.e. the spell doesn't magically give 3d6 INT, the spell grants consciousness which is determined randomly as a game mechanic by rolling 3d6.

there are exceptions though, and I can understand the need to make these awaken spells among them.
