There are not enough city troops to actually attack anything, the Winter Storm would be a perfect tool for projecting power into the wilderness and driving foes away from the city. They would probably only work (or be paid) when there was a reason for them so they would need to find things to do when the city didn't need them, probably drinking away the profits from the last counter attack against the goblins or royal caravan they escorted through the swamp.</p></blockquote><p></p>
