Enchant magic item

My level 5 wizard has enchant magic item. Does that mean that I can take ordinary chain mail that my cleric has and enchant it into anything of "my level or lower".

i.e. Could I turn said chain mail into level 5 healer's armor (+1). I'd just have to pay the component cost for the healer's armor?

Yep.

You'll probably want to have a conversation with your DM about what that looks like, exactly - some DM's play a world where you can just trot down to the local Item Shop and buy anything in the Character Builder, but others want to have Magic Items be a little more rare and a little harder to come by.

In the latter case, your DM may want to play with things like, for example, having you find/borrow/use a forge to enchant chain mail, spend some time searching for the material components, or even acquire magical residuum as a treasure item or by disenchanting other items.

In our game, you'd probably send the DM a mid-week e-mail stating what you want to do, and asking for that to be fit somewhere into the next session.
