If Ioun stones take no space, if you wanted to have an ability from one and were willing to give up a space, would the effect cost half as much during enchantment?
Yes. The only reason that Ioun stones cost twice as much as comparable items is that they don't take up an item slot. Remove that, and you'll cut the price in half.
