If this disease is so bad that it will consume a town in hours, you'll either need to be willing to have it consume the populace of your entire world in short order, or write in something reasonably common that will stop the thing.
Does this disease need a mundane antidote? I was figuring the PC's, if infected, could get cured by the city temple, but the priests would not have the ability to stem the tide of plague.
I figure the Gullican agents will have hankerchiefs soaked in some bitter alchemical substance tied over their mouth & nose that'll keep them safe, and it's up to the PC's to take them. I don't know if they'll be able to before the ooze hits em with the cloud, though.
I want the plague to take just over 4 hours to convert the populace; There'll be lines of refugees leaving the city, and a few of these will be carriers....as for what will stop it, the fiefdoms nearby will have to quarantine the area and shoot anybody who tries to leave.
