Enhancement bonuses to movement

I notice that classes like monk, scout, and dervish have had their movement bonuses changed to enhancement bonuses. That means they don't stack with each other, creating an unpleasant little bit of shaftage there (especially when you consider that the barbarian's Fast Movement isn't named).

So, what do you think? Was it an intentional aspect of 3.5e's design to ensure that movement bonuses would not only be unstackable with spells and magic items, but with the innate features of other classes as well? Were they trying to cap movement at a certain level?

Intentional, yes. Shaftage, no.
 

I don't know about intended caps and all that, it's too hard to guess the designers' intentions. However, I think that it's quite fair in the case of the monk's speed, not to have it able to get so high as to be laughable. Also, this frees up the monk to spend gold and item slots on other things . . . .

Definitely intentional. This first popped up in the 3.0 FAQ where the Sage started saying that movement over a certain level was a magical enhancement effect, precisely to limit the total stacking of fast movement.
