How can Wizards be the best publisher when they didn't have a single product nominated that I can think of? It's like giving the MVP to a homerun king while his team misses the playoffs. That is a fan's choice if I ever heard one.

That's the beauty of the Fan's Choice for Best Publisher Award. It doesn't matter if they entered or not, so long as the fans nominate and second an eligible (ie. published an RPG in the eligibilty period), it's in. They didn't enter any product this year, but fans nominated them, and voted for them in droves.
