ENnies Category Question

So I've been looking over the ENnies categories and thinking about what GR wants to put forward this year. One thing has me stumped. What's the best category for Book of the Righteous, Best Setting Supplement or Best Rules Supplement? I would say the former, but I could see arguments about how a cosmology and mythology aren't exactly the same as a city book or somesuch. However, while BotR does have lots of rules, I see it as much more than just a "rules supplement." What do you all (and the judges) think?

Pragmatically, I'd think setting supplement would work best since you'll probably already have strong candidates in the rules supplement category. Also, since it's heavier on story elements and will likely be used by customers to help build a campaign or replace story elements of an existing campaign I think that warrants the setting supplement category.
 

Gotta second Steve on this Chris. While I know there's some good stuff in there about religions and myths, I still feel a lot of the book deals with supplimenting existing material. (And besides, I could deal having an S&SS product lose out to this bad boy. ;) )
 

I think the policy in the past has been "enter it in the category in which you, the publisher, wish to have it considered".

If you are asking my opinion, I can't really say; I have yet to do more than peruse the book at my local game store (Mutants and Masterminds got my money over BotR).

I think you should follow your heart and enter it in the category you think it should be in.

From the looks of it (and from all of the comentary I've heard), I think it will be competitive in damn near any category in which it is entered :)

Also, remember that it can be entered into two different categories. So, feel free to enter it in both of them if you realy can't make up your mind.
