This year one controversy I've read has been with the free RPG category. Do you think it should be limited to actual free RPGs and not to quick starts?

Good question.

First, it has to be submitted.

Second, the criteria is only that it be 'free.' Beyond that, the best free item should be nominated.

But I do not think that within the free category they should be further subdivided into 'rule set' or 'adventure' or whatever.
