Epic attack bonus and feats

Do feats which use base attack bonus for an effect (not a requirement) include the epic attack bonus? There's no mention in the text, but ti seems reasonable. Improved Manyshot is useless without this interpretation, and Power Attack is weakened.

Has anyone sent a letter to one of the designers? Any responses?

If epic attack bonus didn't count, noone would ever become a Legandary Dreadnought, Union Sentinel or Cosmic Descryer, as these classes require a BAB of over 20.

Well the books specifically says they stack for prestige classes, but not for feats. That's were the confusion comes from.

The ELH says that BAB and EAB stack for the purpose of requirements. This isn't a problem.
