[Epic] Dune/Matrix Movement

Alright, I have a character in a campaign I'm running that is basically the essence of a fighter/monk who has been floating around since the beginning of time. I want to give him the ability to move like the agents in the matrix or like maudib in Dune.

So, he is a level 30fighter/30monk and he is a Demigod with divine rank 3.

Could someone help create a mechanic for that sort of movement, be it feat/salient abilitiy or just a special ability.

I'm talking about moving so fast they get blurry :)

If you own the Dune miniseries made by Sci-Fi channel, the scene on the last episode where Maudib is fighting in the palace (its near the end of the episode)

It sounds like you want the Epic feat "Self-Concealment", which gives a permanent nonmagical Blur effect. If you take the feat 5 times, you move so fast you have 50% concealment.
 

Here's the mechanic. If an epic feat structure, perhaps an increasing haste bonus to AC and increasing miss chances due to concealment. If salient, just leave it static. I also recommend that the concealment (due to blurred movement) start at only 5% if an epic feat structure or 20% if a salient structure. For example, you could make a salient divine ability like this...

Uncanny Speed
&nbsp&nbspThe deity can move with extraordinary speed.
&nbsp&nbsp&nbsp&nbspPrerequisites: (really high Dex, like 29+ or 33+, a feat or two, anything else)
&nbsp&nbsp&nbsp&nbspBenefit: So long as the deity is moving, at least a 5-foot step per round, the deity gains a +8 haste bonus to AC and all attacks against them suffer a 20% miss chance due to concealment. This concealment cannot be overcome by spells or magic items (such as true strike or seeking weapons) unless used by a deity with a divine rank equal to or greater than the deity with this ability.
