Some Bloodlines give you bonuses to your abilities. I'm not sure which, if any, would give you a bonus to INT, but it may be worth looking into. Personally, I think your best bet is to ask your DM to allow an enhancement bonus to fulfill the requirements.

Gah. Who allowed that travesty to occur? I haven't played with stat creation like that since... I'm not sure I've ever played with stat creation like that.

Unfortunately, I think you're just going to have to forgo those feat trees. Since this is evidently a campaign where you're just supposed to play with the hand you're dealt, I'd say just play to your strengths. Maybe take a level of rogue and get some charisma based skills *shrug*.

my ultimate goal is to get my intelligence to 13 so i can take feats like combat expertise and improved trip which are prerequisites for other feats i want like defensive throw and knock-down. im looking for the quickest way to get my intelligence score up to 13. this is my first d&d campaign so i don't know all the options available to me. i don't know anything about reading tomes or anything similar and i have no idea how long it will take to save up the money for the 4 wish spells, or buy a magic item, or anything else. im trying to find the best alternative(s) in case my DM won't allow taking the great intelligence epic feat. i appreciate all the help you've given me so far.
 

According to the Sage, enhancement bonuses to ability scores gained from items (such as a headband of intellect do count for filling prerequisites. So it's not a rules stretch, it's grey area that's been officially clarified. Just remember that you can only use the feats while you wear the item.

Still doesn't get past the requirement of 21st level+ to take epic feats though.

Ah! but the inherent bonuses from the tomes/manuals don't stack, they overlap. So if you read a +2 Manual of Gainful Exercise and then read a +3 Manual of Gainful Exercise you would 'only' have +3 to your ability not +5.

Demons and Devils aren't the only powerful outsiders capable of granting Wishes - try a Noble Dijinn - Chaotic-Good alignment.

interesting. how would one go about contacting a Dijinn? im sure it's not a viable idea at the moment as currently i have no money and no possessions and am imprisoned as a slave in a gladiatorial arena. plus being a mere 2nd level character can't help the situation.
