[Epic] When can an Epic class be taken?

Say you have a Wizard 10/Loremaster 10. Can he become an Epic Wizard, since Loremaster adds "+1 level of existing class"?

The same question applies to PrCs which allow Paladin, Cleric, Monk, Rogue, etc. progression.

Or do you have to have 20 levels in the respective classes?

20 levels.

He would be an 11th level Wizard, with epic increases to attacks and saves.

He could take an epic level in loremaster, though, which might give him some new power or other.

As Artoomis said, plus:

You will gain an epic feat at levels 21, 24, 27, 30, 33... regardless of your class levels. You HAVE to have at least 20 class levels in a single class before taking epic levels in that class.

Regardless, as Art said, as soon as you hit 21 character levels, you gain epic attack progression and epic saving throw progression.

True, true, except for prestige classes. Any prestige class with at least 10 levels may have a epic progression - those with less than 10 levels do not.

Can you take epic PrC levels if you haven't yet reached 20th level? After all, there are tons of 10-level PrCs you can reach before you get to 10th level.
