Equipment Question and Power ? for Sorcerers....

1) The at-will power lightning strike arcs to another enemy within 10 squares and does your Dex modifier in damage. If your Dex is 10 does this do no damage or is there a minimum 1 damage that it does? Some powers listed a minimum of 1 in these types of situation but this does not, typo or hard fact of life?

2) Are there any magic weapons that can be used as both a weapon and an arcane implement?

Sorcs can use daggers and staffs by default, both of which are also weapons. You can take Arcane Implement Proficiency and make basically any weapon an implement (not hammers... unless you worship a certain God? There was something new about that in Dragon 387).

Lightning Strike is meant for Wild or Storm sorcs. If the powers says it doesn't have a minimum 1, then it doesn't (I would also encourage you to take a power meant for a Str-based Sorcs, no real reason to take Lightning Strike unless you are a Storm Sorc).

Unrelated: You're going to want to take Dual Implement Spellcaster, so your starting dex should at minimum be a 12, even for a Storm or Dragon Sorc.

It would help if you posted the whole idea for what you're going for (I'm guessing a hybrid of some kind with a melee class?)

If the power doesn't describe an exception it follows the standard rules (which means 0 damage, iirc).

Plenty! There's daggers, bows, etc. They're usually only usable as arcane implements for a specific class, though.
 

Otterscrubber, any Dagger that has a weapon enchantment that you use will work with your implement powers. This includes, enhancement bonus, critical, properties and powers of the enchantment. The exception to this are properties and powers of the weapon that specify that they only work with weapon powers. Ex. Staggering Weapon.

Hard fact of life, but that sort of power is good for Storm Sorcerers, and why a Storm Sorcerer would have a 10 Dexterity is beyond me.

If you're a sorcerer, any dagger and any weapon of the staff group.
