Eternal Wands?

The Magic Item Compendium references 'Eternal Wands' as in Eternal wand of mage armor or eternal wand of enlarge person, or whatever. The reference it gives is just back to the phb where the spell is mentioned.

What is an 'eternal wand' ? Where are they mentioned? Are they somewhere in MIC that I just can't find...?

They are in the MIC, oddly enough, under "Eternal Wand" in the Tools chapter.

They are wands that hold a 0-3rd level spell, and instead of using charges, they are usable twice per day. That's it.

They're from the Eberron Campaign Setting, and designed as two-per-day shots of low level spells that any arcane caster can use. That means you could hand them off to NPC classes when you had a huge war going on (e.g., an eternal wand of magic missile is usable by magewrights, even though it is not on their spell list).
