Do you mean that you really believe in this story? Consider this: the "new" says that 5000 skins would be used each year to do this. Think first about the technical problems to get skins (in good conditions) from various prisons scattered all over China; absurd. Then, 5000 skins are not enough to manufacture hundreds of thousands or millions of pots per year, and if it's to have like 2% of human skin in each pot, why bother?

Ever heard of "homeopathy"? It's an entire branch of holistic medicine in which medications are created specifically so they have no measurable amounts of the "active ingredients". And it isn't just beign cheap - having them diluted down to nothing is part of the theory behind the medicine! Having none of the ingredient is the point! Sells like hotcakes in the right circles.

Why bother? Because it sells, that's why. The makers of cosmetics are not driven by the need to have effective clinical trials. They put together what will sell.

From reading the article you can read it two ways- either using it as an ingredient, or using it in development, as in lab rat, testing on dead skin to see if it keeps it soft. Either way not realy a good thing but not a very clear story. Particularly with the language barrier taken into acount for the chinese quotes.
