Evil Soldiers (non-undead) immune to fear

In my current campaign, the main force of evil is composed mostly of dark human (human with dark creature template from Tome of Magic). Except for some minor special abilities, they are human.

Now, I want to let some soldiers co-work with Shadow Mastiffs. The problem is, Mastiffs's Bay ability may cause not only some PCs but most of the dark human soldiers Panic.

Is there some useful class, prestige class, etc. to make them immune to Shadow Mastiff's Bay ability?

Their CR range should be somewhere around 7-10+.

A level dip in Dragonslayer prestige class may work. But I am not sure if that makes much sense, as the class is for, dragon slayers.

Your the DM.
You don't need some special rule to allow some of your soldiers such an imunity. You just say: "These guys are immune to that effect." And thus they are immune & things will play out exactly as if you'd wasted a bunch of time justifying via a printed rule. IE; some of them will be immune & the players won't know or likely care WHY. Nor would they be able to do anything about it....
