Is the expert tactician feat from S&S and S&F (errata'd) only activated when an opponent is denied dex on the character's turn? For instance a character is invisible and is next to an opposing wizard, the character uses the AoO to strike the wizard. He is now visible and the wiz is no longer denied his dex. Now on the character's turn does he get his bonus strike against the wizard?

Yes, and the wizard will still have his Dex bonus against the extra attack.
