With the expert tactician feat you get a bonus attack on your turn when a melee opponent is denied their dex. When you surprise someone, do you get a bonus attack on the partial action only surprise round?

Well, If he is surprised and you win the initiative then you'll have an extra attack in both the surprise round and the first regular round.

If you don't win the initiative roll, however, you'll only get the one extra attack in the surprise round.

Choosing Expert Tactician should always be combined with Improved Initiative and a high Dex to be really effective.
