Agreed. I suppress the effect of the interior space. That is, your Holding Bag is nonfunctional and appears empty when you open it inside a Rope Trick.

That would also work for me as an alternative, it's a minor inconvenience but doesn't discourage use of the spells.

In one campaign I played in, right after our party killed a large red dragon, the mage started shifting things around, and said the dreaded words: "I put it (the bag of holding) into my portable hole."

"Well," said the monk's player, "that's the end of the campaign."

We actually packed up and were standing to go when the DM hastily ruled that nothing untoward happened.
