Look, I understand that as the DM, this is in my hands. If you're willing to tell me more established FR canon, so that I can be as consistent as *I* want to be, for my oddball DM style, then please help. If you're trying to tell me not to worry about it, then please stop.

Nope, not trying to tell you not to worry about it at all... I'm actually trying to come at it from a point of view of interpolating what is probably happening based on what little canon I think there is. Long story short... I don't think there is any canon about Phlan's citizen's reaction to tieflings on the whole, because that's a very wide brush. Do specific NPCs have any canon feelings towards tieflings? No idea. Right now... the canon of Phlan is all tied up in the 14 Expeditions modules written for the Tyranny of Dragons storyline, and as I only have a few of them, I can't say with any certainty what any specific NPCs reactions are.

As a result... I've only been trying to make logical guesses based upon my limited knowledge of Phlan at this point in time (from the few modules I do own). If that's not helpful for your needs... feel free to ignore them. :) At the end of the day... I really don't think Phlan's current "canon" is anywhere near fleshed out that you could gather much useful concrete information for your game, and that you probably very well will need to just "make it up". And if you do... I think the odds are pretty good you aren't going to trod upon any Phlan canon that is out there.

There's pretty much no post-Spellplague information on Phlan (unless there's Adventurer's League stuff I don't know about). The Moonsea gets two pages in the 4e FR Campaign Guide, and the only cities there that get even the tiniest bit of information other than being a name on a map are Mulmaster and Hillsfar.

Looking at the information on tieflings instead, it says they can be found all over Faerûn, but they're more common in some areas. The Moonsea region is not one of them. Pre-spellplague, they were very rare outside Mulhorand, Unther, and Thay.
 

I'm going to second (third) the advice here that says for the tieflings to just make it up. It isn't because you can, and as the DM you're allowed to, its more of an issue that I'm pretty sure you have to since I'm not aware of any information regarding what you're looking for one way or another. So my suggestion is to go with whichever answer provides what you think is the most interesting result for your group. Want your player's character to be able to blend in go with a good sized minority group, want them to stand out like a sore thumb then go with a dozen tielflings.
