How will this differ from, say, Darwin's World? Is yours going to be a setting book or rules book?

Right now it is more of a rules book. I'm trying to fit Fallout into the scope of the d20 engine, but at the same time trying to let some of the uniqe things n Fallout shine through.

This book differs from Darwin's World in a few ways. One, I think that combat is going to be alot more dangerous. Two, I'm trying to give the game more of a universal appeal. I don't plan on including anything more that the backstory of Fallout (i.e. events that led up to the USA becoming a wasteland) in the main rule book. I think that if I set this book up as following only the story set up in the Fallout games, people may only tell games in those areas of the USA that have been fleshed out. This first book covers technology, creatures, and the process for creating characters in the Fallout universe, without tying it up to a fixed location. Three, its free!
