It's not clip art really, but the first thing that popped into my head is Weapons & Armor: A Pictorial Archive of Woodcuts & Engravings. I picked this book up at Borders a while back, and it's got hundreds (well, 1400 I guess, as the cover claims) royalty-free illustrations, and the vast majority are of medieval weapons and armor. I'm using it to learn to design and draw armor (and it's the best book by far for that which I've been able to find) but there are many weapon images that could be used as clip art. Costs about 13 bucks usually.

Are the V. Shane pieces really clip-art or do they have restrictions that make it unusable?

And the P.I.G. one?

On www.rpgnow.com I got the mad Kaiser one which has some weapons armor, potions and stuff (it's been a while since I looked at it). I think it has a license similar to the elmore one so you can use it in products. It was cheap.
 

A couple of products on RPGnow. (This info off the top of my head)

V Shane has put out some amazing art that can be used in your projects. But look for the Arcane "Publisher Editions"--they cost a bit more, but you have the rights to use them in print/PDF. And the quality of the artwork is exceptional. Most of the artwork is of equipment or items, but there are a few characters.
The normal Arcane series cannot be used in your products.

Another publisher has produced Image Portfolios that contain more of an "action scene". The quality of these is significantly less, and because it is more scenic, you may not be able to integrate the images into your product as easily.

There is/was a Stephen (Cook?) fantasy clipart collection which could be used for print products. Quality of the artwork was not a realistic representation, but had an interesting appeal to me anyway.

Of everything I've seen on RPGnow, my recommendation is for the Arcane Publisher Editions. The others are inexpensive enough that you may want to pick them up anyway, but don't expect as much from them.

PIG's Clip Art 1 is the same as the Stephen Cook Clip Art Collection except that it now includes a PDF catalog with individual jpg files. You can download the demo which is the PDF catalog. This way you can read the license for yourself and see what is included in the package. That's 70 images for $5.

(How? Well, some of their products say so. I'm not sure it's the best choice, as most of it seems to be old woodcuts rather than fantasy...but it doesn't look too bad)

That's an amazing site and highly recommended. I've put some covers together using the photos and old paintings on that site.

Any publisher should have a subscription to the site.
