There is a nice basis for a POL setting...
Some things to think about:
- travel through the wasteland is dangerous: either you need to be able to move fast and hidden, or travel is in large groups / convoys where either the strenght of numbers allows fighting back the horrors or simply statistics means that some get through...
- the abundance of werecreatures and demons makes allowing strangers into cities / communities a dangerous practice. Rituals and magics are needed to scan people before letting them in
- the various 'dark' races are not necessarily evil. Especially when compared to the other horrors about.
- maybe the radiation / shroud also suppressed some form of magic (or psionics or the link to deities). The slowly dissipating of this effect makes these types of magic return
- maybe some tribes / races (the dwarves?) foresaw what happened through prophcies. Maybe they were even able to prevent the catastrophe but chose not to. This could be a dangerous secret...
- the races seeking sanctuary in the depths of the world have been digging. They dug too deep. There they met other, long buried, horrors. The surface peoples think the dwarves etc. are having it easy, in reality, they face even direr problems...
