The tingling means it’s working!
It's lame to adventure for 5 minutes of game time (say, four 5-round combats and 3 minutes of exploration) then be forced to camp out for 24 hours because you're out of spells and hit points.

Is there a good solution to this issue?

Maybe have lower level spells (and up to half your hit points) come back after just 4 hours of rest, instead of 8?

Or speed up only HP regeneration, but let casters who have expended their spells/day burn HP to power spells (5 HP per spell level)?

Higher level parties can invest in cure light wound wands to deal with healing. 1 level of Dragon Shaman gives unlimited healing up to 50% HP. At higher levels casters tend not to run out of spells too quickly as monsters tend to explode into tiny bloody chunks after 1 or 2 maximized anythings. Low level parties though will have to rest.
 

My suggestion for a fix is based on your dming style. It sounds alot like dungeon crawling and if thats what you're going for then ignore the following:

Use more story, involve the characters in more social encounters with villians, NPCs, and minor characters. Give them more puzzles that make them think and put more of thier mind to work than thier sword. Or even more skill based encounters that donnot require spells or hp, just time and effort . . . .

. . . . but thats my style.
