Perhaps some kind of Poison attack?

Encounter * Divine, Implement, Poison
Standard Action Melee Touch
Target: One creature
Attack: Wisdom vs. Fortitude
Hit: The target is weakened (save ends).

Although that's pretty good for a CD power, which are usually reactions or minor benefits.
