Mastery of Opposition [General]

Prerequisites: Spellcraft (5 ranks), ability to cast dispel magic

You are treated as being two levels higher for the purposes of dispel checks. This includes opponents trying to dispel your spells, but does not apply when using dispel magic to counterspell (or being the subject of such a counterspell.)

Not a bad idea, but seems a little weak to me, I'd consider allowing it to affect counterspell attemts as well. Also, considering that the dispel magic spells have caps, this feat would be useless after a certain level. Perhaps treat it as a generic +2 bonus so it is still useful at high levels? I don't think that would be overpowered, since in my experience the counterspell option is rarely used, and it is a feat for a pretty specific effect.

BTW, does empower spell affect the dispel magic roll? never thought about that until just now
 

That's an ability of the Guild Wizard PrC in Magic of Faerun. Seems weak as a feat to me too. I'd let the bonus always apply.

Empower and Maximize (and similar feats) do not affect dispel magic since it is an opposed roll.
