What is the name of the feat that allows a spell with range of touch (e.g., any Cure spell) to be cast at range?

I believe you're thinking of 'Reach Spell' from complete divine: it turns any touch spell into a ray with a 30ft range.

There's also a Heirophant special ability called divine reach which does what you want.

"Greater Status" (BoED p100) also allows a cleric to cast certain spells, upto 2nd level, at range such as cure spells.
