Fumble rules are optional, so WotC has not made any feats regarding fumblers in any of their products, though they may come up with some in Unearted Arcana.
I'm not big on products by other companies, so I can't help you there.
As for a house rule, I use fumbles in my game. I created a feat - conservative combat - that completely negates fumbles. It is useful, but not overpowered. Some players say that it is a little weak, so I've been toying with giving it additional abilities (perhaps a small bonus to resist disarm and trip attempts).
Edit: My fumble rules are that on a fumble (a natural 1 followed by a confirmation 'miss' run similarly to a critical hit situation), the attacker loses all remaining attacks and actions until their next turn. This also prevents that creature from taking AoOs.
