There is such a thing; it's called "Livejournal."

The abusive couldn't have their accounts suspended or be barred entirely?

Part of the problem with this idea is that it isn't unheard of for a thread originator to have a different definition of "abusive" than the moderators. Threads are living, breathing, mutating things; one of the things that makes them interesting is when members disagree politely with other members, and we'll never even begin to consider that abuse.

Such a feature would require the mods to not only moderate the threads, but to moderate the individual thread moderators. That's way more work than it'd be worth.

Whoa, slow down. It's one thing to accept the host's rules if you visit their home. It's another thing entirely when the two guests start to enforce their own rules on each other. Reminds me of the TV-show Big Brother, and I'd rather not see that happen here.
