What the healer is trying to fix is the ongoing, permanent effect of Feeblemind, not the spell itself. There is no ongoing enchantment to break.

That seems like a very strict list to me. It doesn't say "the following are some of the things that can end feeblemind" it says "you're screwed until you get one of these". Break Enchantment is not on that list, thus Feeblemind will still be in effect, as you have not yet had a "heal, limited wish, miracle, or wish spell used to cancel the effect of the feeblemind."

Break enchantment can reverse even an instantaneous effect.

Break enchantment is doing exactly the task it is designed for. I do not see the Feeblemind language strong enough to disregard the explicit language of BE.
 

I say it's prefectly fine for BE to cancel Feeblemind, for the same reasons everyone else has said - it meets every requirement for being a target BE. The question you have to ask is if it's really going to be that game breaking to allow it. I personally don't think it would be at all.
