Maybe the intelligence should try to "test" them. If they're really the proper owners, they should know certain things, like the name of the previous owner, and be able to answer questions.
The intelligence could get confused, though, and ask them partial questions, or questions where the obvious answer is wrong because it is using incorrect information to create teh question (ie substituting a villain's name for the owner's name in the question).
