Fey Step Recovery

I'm trying to think up a feat to allow an eladrin to regain the use of it's fey step. A paragon class exists that allows an eladrin to regain it's encounter use of fey step by using an action point. This ability is gained at 16th I believe. The problem I am having is coming up with a way to do so without making that class' ability useless.

My original idea was to make the feat a copy off of martial mastery and slap the epic tier on it, but I don't know if this would cause problems due to the previously mentioned class..

How about regaining it when the eladrin uses his second wind? This has the added advantage of making second wind more useful.

Depending on how much min-maxing your group does, another option is to allow recovery when he scores a critical hit. May be a good idea to limit this to once an encounter, of course.
