Fey-Touched Template - Where is it?

Ok, I thought it was in Monster Manuel II. Am I just overlooking it, or is Fey-touched in another book?

Not in a book that I now of, but on the WotC website under Savage Progressions: Transition Classes.

Fiend Folio has creatures called Feytouched, and it has the Half-Fey template.

Is it just me, or does 3rd-level Cha adjustment for gnome/svirfneblin seem off?

Yup, the +2 Cha should in fact be a -2 Cha.

I prefer the feyblooded option from Unearthed Arcana. You might want to take a look at that if you ever get the chance.
