Is this class feature applicable to shields as well?

Sorry, no. The feature pretty clearly refers to "wearing armor" and has no mention of shields. On the other hand, getting rid of ACP on shields is pretty easy to do since they're already so low. Masterwork alone gets rid of half of anything but a tower shield. Make it mithril and you're you're all set.
