Fighting Defensively and Eldritch Blast

Can a warlock Fight Defensively while utilizing Eldritch Blast?

Not usually. Eldritch blast is a standard action spell like ability, not a ranged weapon. Same reason you can't use "Rapid shot" with the blast.

Fighting Defensively as a Standard Action
You can choose to fight defensively when attacking. If you do so, you take a -4 penalty on all attacks in a round to gain a +2 dodge bonus to AC for the same round. See also: Fighting Defensively as a Full-Round Action.

You can choose to fight defensively when taking a full attack action. If you do so, you take a -4 penalty on all attacks in a round to gain a +2 dodge bonus to AC for the same round.

Fighting Defensively is something you can do when you take the attack action, or the full attack action. You can't fight defensively when you charge (uses the charge action), or use Manyshot (uses a standard action which is not the attack action), or cast Inflict Light Wounds (uses the cast a spell action).

As frank says, Eldritch Blast uses a standard action which is not the attack action.
