The move you are describing seems mechanically like a grapple attempt. Maybe you could convince your DM to create a special feat that allows you to use your whip to grapple an opponent (who then loses his Dex bonus), possible without counting as being grappled yourself. After such a grapple, you can use your sneak attack.

My thoughts exactly.

A net can be used to grapple without the attacker actually being grappled as well. Why not whips?
