And a bonus to hit is a very good thing. Finesse is never taken by someone who's getting less benifit than Weapon Focus would give them, and it scales as your Dex rises... really it's a very strong feat.

Well, without WF, you get your STR bonus to hit, and that scales, too. And you also get your STR bonus to damage, under certain circumstances even 1.5 times your STR bonus!

So WF is just a feat to let the rogues and such use their best ability score for melee attack rolls, something fighters get without a feat (and they have enough feats).
