Actually, the character class that probably makes the most use of Finesse is the Rogue.

Rogues will often want a good Strength (so they can actually wear their armor and weapons but still be at light encumberance), but their Dex is still likely to be better.

Combine that with a poor BAB (3/4) and they have trouble hitting anything. Finesse gives them a better chance of hitting stuff, but they are still going to be far enough behind Fighters that they will always have problems. Rogues also have enough different weapons (rapier, short sword, light mace, dagger) which they can finesse to make it impractical to get it for all their weapons.

Adding some sort of Finesse Master feat is likely to be of most interest to rogues. I would say the Ranger, Finesse Fighter or Monk are the next most likely to be interested. I would rate the Monk higher, except many Monks only care about their Unarmed Strike. One weapon is enough for them in more than 80% of the cases.
 

In the campaigns that I've played in the character class that has taken this the most has been Bards, mostly played by me. I've created 3 bards for 3e and two have taken Weapon Finesse. Dex has been their second priority after Cha.

I've always thought that one of the intentional drawbacks to two weapon fighting is that you can get the best damage with a weapon your size and a light weapon, but it's much more efficent with two identical weapons... Finesse just compounds this a bit for rogues who want to go the two-weapon route.

Really, after low levels there's little diffrence between 1d4, 1d6 and 1d8 weapon damage, you get enugh from bonuses & magical enhancements that it's not a big deal if you use a pair of short swords or daggers rather than the rapier & gauche.

And a bonus to hit is a very good thing. Finesse is never taken by someone who's getting less benifit than Weapon Focus would give them, and it scales as your Dex rises... really it's a very strong feat.

Uh... L. Ron Hubbard created the Church of Scientology and wrote Dyanetics and Battlefield Earth and Mission Earth series.

Heinlein wrote Stranger in a Strage Land, created Lazarus Long and wrote Starship Troopers.

Howard created Conan and Kull.

I work in a bookstore and see these almost every day.

Let's just say that Hong's leg-pulling ability rivals his ability to pull other extremities.
